CBN dey auction N166bn T-bills, but who get money to buy?

So CBN don announce say dem go auction N166.1 billion in Treasury bills on Thursday, 91-day, 182-day, and 364-day tenors. Meanwhile, our oil production don drop to 1.25 million barrels per day in May, down from 1.28 in April, because of theft and old equipment. Who even get spare cash to lock inside T-bills when inflation dey run 3.3% for US and our own wahala worse?
