State Police Bill: Nigeria House of Representatives pass state police bill

The Nigerian House of Representatives has passed a bill to establish State Police, marking a major step toward decentralising the country's policing system. The bill, titled the "Sixth Alteration" Bill 2026, received overwhelming support with 288 lawmakers voting in favour and four against. It responds to rising killings, kidnappings, and banditry across the nation.

Under the proposed law, the Federal Police would only intervene in state security matters during a complete breakdown of law and order, and only at a governor's request. State governors would appoint Commissioners of Police, subject to confirmation by their State House of Assembly. Deputy Speaker Benjamin Kalu said before the vote: "We remain guided by our constitutional responsibility to strengthen democratic governance, deepen federalism, promote inclusion, enhance security, and build institutions." The bill now requires Senate approval and endorsement by at least two-thirds of state assemblies before becoming law.
