My neighbour's generator is now a court witness

So I come home yesterday evening, tired from court. I just want to sit down with my TV and cold water. But my neighbour, the one with the 7.5KVA generator that sounds like a Boeing 737 taking off, he decides 9pm is the perfect time to start welding. Welding! At 9pm on a Friday.
