My landlord wants to evict me because I refused to pay 'development levy'

I came home from court yesterday and found a quit notice under my door. My landlord, Mr. Adebayo, says I owe him for the new security gate he installed without consulting any of us tenants. The thing is, I already pay my rent plus service charge every year. Now he wants an extra 50,000 naira as 'development levy' or I should pack my things.

I told him the law says he cannot unilaterally impose charges. If he wants to make improvements, he should call a meeting of all tenants and agree on terms. But this man just went ahead, bought the gate, and now expects us to pay. When I refused, he gave me notice. My brother, I have been living here for 6 years. Never defaulted on rent. But this is the way some landlords behave in Lagos.

I know my rights under the Lagos State Tenancy Law. He cannot just throw me out. But the stress of going to court, the time, the money for lawyer. Na wa oh. Sometimes knowing the law is not enough when the system is slow and your landlord is stubborn.
