How Did Seven Terror Commanders Get Through Hajj Security in the First Place?

So we're supposed to celebrate that seven Boko Haram and ISWAP commanders were arrested at Katsina Airport after returning from Mecca? The government is calling it a win for their new digital ID system, but isn't the real question how these guys even managed to travel to Saudi Arabia, perform Hajj, and come back before anyone noticed? If our security systems are so tight now, why weren't they flagged before they left Nigeria?
