Peter Obi vs. FG on N8.83 trillion: Who is telling the truth?

Peter Obi is claiming that the IMF report shows N8.83 trillion in 2025 expenditure that wasn't in the budget, and he is calling it grand corruption under Tinubu. But Finance Minister Taiwo Oyedele came out today to say that is not correct, that the government does not operate a shadow budget and all expenditure follows the law.

Oyedele explained that things like statutory transfers, first-line charges, and capital rollovers for multi-year projects are lawful and disclosed in fiscal reports, just not always in the main Appropriation Act. He said the IMF classification difference does not mean the money was spent illegally.

Now, Peter Obi is not a fool. He was a governor, he knows how these things work. So either he is genuinely misreading the IMF report or he is playing politics with figures to push his 2027 campaign. Which one is it? Be honest.
