The government is telling us that spending over N8 trillion outside the approved budget isn't a "shadow budget" , it's just money for multi-year projects, statutory transfers, and debt payments that somehow didn't make it into the main budget narrative. So when the IMF flags nearly 2% of GDP in off-budget spending, who do you trust more: the international auditors or the officials who say everything is legal as long as the National Assembly signed off on it somewhere?
