So Babachir Lawal is asking the question we should all be asking , how did a non-existent agency get a budget allocation that went through all the checks without anyone raising a red flag? If one man can create an agency and money follows, then who else is collecting salaries from phantom offices? Is this a system failure or deliberate design?
