Troops Told to Shoot First or Be Shot , Is This a Green Light for Extrajudicial Killings?

The Defence Minister just told soldiers they'll be treated like bandits if they hesitate to shoot suspected terrorists without waiting for orders. On one hand, we want security forces to act decisively against criminals, but on the other, this sounds like a blank cheque for trigger-happy soldiers to kill anyone they label a bandit. How do we balance the need for swift action with the risk of innocent Nigerians being gunned down in the name of fighting insecurity?
