Adeyemi says he didn't prepare N1.3bn budget for fake agency, who did?

So this whole PFIPC scandal just got even more confusing. Adeniyi Adeyemi, the man claiming to be DG of this agency the government says doesn't exist, told VeryDarkMan yesterday that he was in police custody when the N1.3 billion budget was being prepared. He said he was arrested on October 27 and detained for 23 days, so how did the budget find its way into the 2026 Appropriation Act without him defending it?

This is the same agency the presidency has completely disowned, calling Adeyemi a forger. Yet somehow, N800 million for personnel and N200 million for capital projects made it into the national budget. Tinubu has now asked ICPC to investigate within 30 days, but the question remains — who actually put this budget together and who benefits from it? If Adeyemi didn't do it, someone inside the system definitely did.
