Should we really be spending tax money to reform people who attacked us?

The House of Representatives just told the government to stop rehabilitating repentant terrorists, asking instead for a full breakdown of the programme. This raises a big question: are we ready to forgive and reintegrate people who once took up arms against their own communities, or is this just a dangerous gamble with our security?
