A man serving a terrorism sentence in Nigeria is still issuing global directives from prison, and multiple foreign embassies in Abuja are accepting and acknowledging his letters as official administrative documents. If the Nigerian government can't stop a convicted prisoner from running a proscribed organisation from inside their own correctional facility, what does that say about who really controls the situation?
