Wanted criminals hiding in Government House and police are still waiting for permission , who is really in charge here?

The IGP himself said criminals are hibernating inside the Osun Government House, but the police now claim they can't enter because of "legal protections." If the governor himself says arrest anyone found guilty, why is the command still dragging their feet? Are we supposed to believe due process stops where power begins?
