Northern Farmers Paying 'Harvest Tax' to Bandits , Who Is Really In Charge?

Bandits are now taxing farmers just to plant and harvest their own crops in Northern Nigeria, turning agriculture into a survival game. If the government can't protect farmers from paying ransom to criminals for their own produce, what message does that send about who controls the land? Is this still a nation, or have we become a territory where bandits set the rules?
