Reps Just Called That Man’s Appointment Letter Fake , So Who Was Running This Council?

So the House committee says the appointment letter of that so-called PFIPC director-general is fake, and even the Head of Service confirmed it. But this man was walking around with an official title, and nobody checked until now? If the letter was forged, how far did this thing go before anyone smelled a rat , and how many other “government offices” are just people printing their own letters?
